How We Resolved a Tree Root-Damaged Sidewalk Violation at 169-07 Jewel Ave

Project Overview

Tree root-damaged sidewalk repair and violation correction at 169-07 Jewel Ave, Flushing, NY 11365, a community and institutional property in the Hillcrest/Fresh Meadows area of Queens.

The project involved replacing 15 damaged sidewalk slabs covering approximately 375 square feet. Expanding street-tree roots beneath the concrete had gradually lifted and damaged multiple sections, creating uneven walking surfaces and potential trip hazards along the property frontage.

Because the property serves regular pedestrian traffic, including families, children, staff, visitors, and community members, restoring a safer and more even sidewalk surface was especially important.

A Compliance-First Repair Approach

Because the damage involved active street-tree roots, the project required proper agency coordination before demolition or root work could begin.

The necessary NYC Parks Tree Work Permit, NYC DOT Sidewalk Construction Permit, and Sidewalk Closing Permit were secured before construction started.

Once approvals were in place, the crew removed the 15 damaged sidewalk slabs and exposed the affected root areas. Authorized root pruning was completed only where necessary, followed by the installation of a root barrier to help reduce the likelihood of future root-related lifting.

The underlying base was then prepared and leveled before new concrete was installed to restore proper grade, alignment, and a smoother walking surface across the frontage.

What Made This Project Unique

This was not a routine sidewalk replacement caused by age or general surface wear.

The main issue was tree-root pressure beneath approximately 375 square feet of sidewalk, which meant the source of the damage had to be addressed before new concrete could be installed.

Simply removing the old slabs and pouring fresh concrete would not have provided a reliable long-term solution. The repair needed to combine authorized root pruning, root barrier installation, base preparation, and full slab replacement.

The project also required coordination between NYC Parks and NYC DOT. By handling the permits, root-related work, demolition, concrete replacement, and violation-clearance process as one coordinated project, the repair could move forward without unnecessary delays.

Project Outcome

The completed project restored 15 sidewalk slabs covering approximately 375 square feet, giving the property a safer, smoother, and more consistent pedestrian surface.

The estimated total project cost was approximately $6,000, including required permits, authorized tree-root work, concrete removal, root barrier installation, base preparation, and reconstruction.

After the concrete work was completed, the sidewalk was prepared for NYC DOT inspection. The project then moved through the final violation-dismissal and sign-off process, with the violation cleared once the completed work was confirmed to meet applicable requirements within the correction period.
